About Us

Children’s Services Council of Palm Beach County is an independent special district established by Palm Beach County voters in 1986. Today, Children’s Services Council of Palm Beach County provides leadership, funding, services and research on behalf of Palm Beach County’s children so they grow up healthy, safe and strong.

What is Children’s Services Council?
We are local government created in 1986 by Palm Beach County voters to serve the children and families of Palm Beach County.

Children’s Services Council of Palm Beach County is governed by a 10-member board. Five members are appointed by the governor and five are appointed by the virtue of their position with other organizations in the community. We are funded with property taxes, and we use that money to support 64 programs and services for children and their families across Palm Beach County.

Where does the money come from?

Palm Beach County property taxes.

About 90 percent of the Council’s revenue comes from local ad valorem (property) taxes. We receive less than 50 cents for every $1,000 of taxable property. 

Grants and other income

About 9 percent of the Council’s revenue comes from interest, grants and other income.

Where does the money go?

The Council contracts with more than 60 programs to offer an array of prevention services to Palm Beach County children and families. The funding breakdown for Children's Programs:

OUR HISTORY

Children’s Services Council of Palm Beach County is a special-purpose government created by voters. The Council provides leadership, funding, services and research on behalf of the county’s children so they are: born healthy, growing up safe, ready to learn when they enter school and able to access quality afterschool and summer programs.

To ensure all children have the opportunity to grow up healthy, safe and strong, the Council starts early – providing children and their families with services that help pregnant women stay healthy, strengthen family bonds and prepare young children for school. The Council also supports programs for families of school-age children and teens, with safety, literacy and parenting initiatives. 

By giving children the fundamental tools they need early in life, we help lower the long-term costs of health care, child welfare and criminal justice. That saves us all money and makes our community stronger.

On Nov. 4, 1986, Palm Beach County voters approved the creation of a Children's Services Council by a 70-30 margin.

In 2000, Palm Beach County voters approved raising the millage cap from .5 to 1, allowing the Council to increase its tax rate. To date, it has never hit the 1 mill cap.

28 years after its creation, nearly 85 percent of Palm Beach County voters approved reauthorization of the Council.
